cloak and dagger user here, I would say it pairs best with the Le'tranger and the Spycicle, this gives you some more cloak time, and the ability to hide from pyros easier. If the pyro melts your knife, they don't think you are in that spot anymore because they didn't see a spy get absolutely cooked. Also, cloak and dagger is really powerful against defensive engineers, as you can camp them out without them knowing a thing as you wait for just the right time to strike. Or you can also just use it to annoy the heck out of engineers by sapping their stuff the moment they look away while spamming voicelines.
